Port State Control readiness is not a paperwork exercise. A vessel can hold valid certificates and still perform poorly if records are inconsistent, equipment condition does not match documentation, crew members cannot explain critical procedures, or known defects have not been controlled and closed.
This guide provides a practical inspection-readiness workflow built around four controls: document validity, physical condition, operational demonstration and evidence traceability.
What Port State Control is testing
Port State Control officers inspect foreign ships in port to verify compliance with applicable international requirements and to identify substandard conditions. Inspections may cover statutory certificates, vessel condition, equipment, operational readiness, crew competence, safety management, pollution-prevention controls and seafarer living and working conditions.
The inspection is therefore not limited to whether a document exists. The officer may compare the document with the vessel, the equipment, the records and the crew's demonstrated understanding.
The four-part readiness model

Preparation sequence
Risk review → document check → vessel walkthrough → operational demonstrations → crew interviews → defect control → evidence pack → final master review.
The sequence matters. Starting with certificates alone can create false confidence because many detention-relevant weaknesses are found in the condition, operation or management of the vessel rather than in the certificate folder.
1. Build the inspection profile
- Confirm the port, regional PSC regime and expected arrival window.
- Review the vessel's previous PSC inspections, deficiencies and detention history.
- Review outstanding class, flag, statutory, internal-audit and superintendent findings.
- Identify recent changes in crew, equipment, trading pattern, repairs or operating status.
- Review open defects and confirm whether any require notification, dispensation or operational controls.
- Prioritise high-consequence systems rather than treating every checklist item equally.
2. Verify statutory and controlled documentation
Check that required documents are present, current, applicable to the vessel and consistent with one another. The review should include, as applicable:
- statutory and trading certificates;
- minimum safe manning and crew certification;
- Safety Management Certificate and related SMS documentation;
- security documentation and records;
- MLC certification and onboard records;
- pollution-prevention certificates, plans and record books;
- radio, lifesaving, fire-control and stability documentation;
- class status, conditions of class and memoranda;
- flag exemptions, dispensations and equivalencies;
- required manuals, plans, posters and emergency information.
Do not only check expiry dates. Confirm vessel name, IMO number, call sign, flag, gross tonnage, equipment details, endorsements, issuing authority and any attached limitations.
3. Conduct a condition-based vessel walkthrough
The walkthrough should be led by officers who understand both the vessel and the likely inspection focus. It should test whether the physical ship matches the records.
High-priority areas
- fire doors, dampers, detection, extinguishing systems and emergency escapes;
- lifeboats, rescue boats, launching arrangements, liferafts and lifesaving appliances;
- emergency generator, emergency lighting and emergency fire pump;
- steering gear, bridge equipment, navigation lights and alarms;
- engine-room housekeeping, leaks, insulation and escape arrangements;
- watertight and weathertight integrity;
- pollution-prevention equipment, overboard arrangements and record-book consistency;
- accommodation, galley, stores, sanitary spaces and MLC conditions;
- deck condition, mooring equipment, access arrangements and working-at-height controls;
- security controls and restricted-area arrangements.
Photographs can support internal preparation, but they do not replace physical verification. A photograph should show what was checked, when it was checked and who confirmed the condition.
4. Test operational readiness
Systems that appear satisfactory may still fail when demonstrated. Run bounded, safe checks of likely inspection items, including:
- emergency generator start and load availability;
- emergency fire pump operation and pressure;
- steering-gear tests and communications;
- fire detection and alarm functions;
- emergency lighting and escape-route readiness;
- lifeboat and rescue-boat readiness within permitted testing arrangements;
- oil filtering equipment alarms and safeguards, where applicable;
- general alarm, public address and internal communications;
- remote stops, quick-closing valves and ventilation shutdowns;
- navigation and radio equipment checks.
Record the result, defect, responsible person and close-out evidence. Avoid manufacturing a perfect last-minute test record that conflicts with existing maintenance history.
5. Prepare the crew
Crew preparation should confirm real familiarity, not scripted answers. Personnel should understand their own duties and know where to find the governing procedure.
Likely interview themes
- emergency duties and muster responsibilities;
- reporting defects, hazards and near misses;
- permit-to-work and risk-assessment controls;
- hours of rest and fatigue reporting;
- pollution-prevention duties and record keeping;
- security levels, restricted areas and reporting;
- enclosed-space entry and rescue arrangements;
- familiarisation after joining the vessel;
- master's overriding authority and DPA access;
- recent drills, lessons learned and corrective actions.
Interview people individually where possible. If every answer sounds identical, the preparation may look rehearsed rather than understood.
6. Control defects honestly
A known defect is not automatically the same as an unmanaged defect. Strong defect control should show:
- when the defect was identified;
- the operational and compliance impact;
- temporary safeguards or restrictions;
- notification to company, class, flag or other authority where required;
- responsible person and repair plan;
- parts, contractor or service status;
- target completion date;
- evidence of final verification and closure.
Do not close defects merely to improve the open-item list. Unsupported closure is more damaging than a transparent, properly controlled open item.
7. Assemble an inspection evidence pack
The evidence pack should help the master and officers retrieve information quickly without creating a parallel management system.
- certificate index with expiry and endorsement status;
- class and statutory status summary;
- open-defect register with control measures;
- recent drill and emergency-test summary;
- maintenance evidence for high-priority systems;
- hours-of-rest and corrective-action review;
- pollution record-book spot-check results;
- crew certification and familiarisation status;
- previous PSC findings and closure evidence;
- key shore contacts and escalation route.
Final 24-hour readiness checklist

- Checking certificate expiry but not endorsements, limitations or consistency.
- Conducting a superficial walkthrough led by people unfamiliar with the equipment.
- Closing defects without repair or verification evidence.
- Preparing senior officers while junior crew remain unfamiliar with emergency duties.
- Ignoring contradictions between record books, logs, planned maintenance and physical condition.
